Preface
The Obama Administration set two big goals for the country in 2009: end the war in Iraq and end the war in Afghanistan. It has made good progress on both goals. But in the process it has moved very close to achieving another goal of the Bush Administration: finding the “bad apples” in the intelligence community, rooting them out, and thus making the United States safer.
The Administration’s approach has been to take over the CIA and the rest of the intelligence community by both politics and intimidation, using the power of the Executive Branch to overwhelm the rest of government. It has been extremely successful, but at a high price. And the price may be too high.
As the Administration contemplates a second war in the Middle East, it should ask the question: How can we actually improve intelligence and security? The answer is: not by creating a whole new bureaucracy.
Jus in Bello: A Strategy for National Security Intelligence
The first step in improving intelligence and national security is to make sure that the people who are in charge of it are doing a good job. The George W. Bush Administration recognized this truth, and in the late 1990s launched the Critical Infrastructure Initiative, an effort to bring together businesses and government in order to strengthen the critical parts of the US economy. This approach helps make clear the distinction between military and civilian.
